Title III - Elections

3.0 Qualifications to run for office

3.1 All candidates must submit a petition with no less than fifty (50) signatures from currently enrolled Sacramento City College students.

3.2 Petitions shall be available in the ASG office or Student Development.

3.3 Petitions must be filed by 5:00 p.m. two weeks prior to the election or deadline set by the Elections Committee.

3.4 No candidate may petition for more than one (1) position.

3.5 Other qualifications are outlined within the ASSCC Constitution.

3.6 Ballots
3.6.1 Elections shall be by secret ballot. Secret ballots consist of any means whereby a person’s vote remains anonymous.
3.6.2 Names on the ballot shall be listed alphabetically.
3.6.3 Any student wishing to vote must present proper identification at the polls before receiving a ballot.
3.6.4 A space shall be provided on each ballot to vote “No” for any office for which there is only one (1) candidate, or for the office of senator when there are less the fifteen (15) candidates. (Section 2.6.4 amended 04/27/00).
3.6.5 No write-in votes shall be counted, acknowledged, or accepted in the ASSCC election.

3.7 Election Publicity
3.7.1 There will be no electioneering or campaigning within fifty (50) feet of the polls.

3.8 Polls
3.8.1 The polling place shall be open from 9:00 a.m. until 8:00 p.m. on the designated election days.
3.8.2 Only voters engaged in receiving, preparing, or depositing ballots and members of the Elections Committee may be permitted within the voting area before the polls close.

3.9 Vote Counting
3.9.1 The votes are to be counted by the Commissioner of Elections and the Elections Committee.
3.9.2 Each candidate may have one (1) representative present during the vote count.
3.9.3 A plurality vote shall be sufficient to elect a candidate to office.
3.9.4 In case of a tie vote, the winner shall be determined by a ran-off election. If both candidates agree in writing, the winner may be determined by the flip of a coin. If this option is chosen (agree in writing), the coin must be flipped by the Commissioner of Elections in the presence of both candidates.
3.9.5 If a candidate is running unopposed, or if there are fewer than fifteen (15) candidates running for the office of senator, then majority of votes is sufficient to elect the candidate to that office. (section 2.9.5 amended 04/27/00).
3.9.6 In the case of the Los Rios Student Trustee elections being held at concurrently, under no circumstances shall the Student Trustee election box be opened to retrieve misplaced ASSCC election ballots.
3.9.7 Official election results shall be posted by the Commissioner of Elections for a period of five (5) school days.
3.9.8 The time and date of the election shall be determined by the Commissioner of Elections and the Elections Committee, subject to ASG approval.
