If you want the file to open in a new window, put "'top' in the Target field. But some users will have pop-up blockers enabled. My favorite tip to share with folks (from David Schaefer, Business) is to hold down the Shift key while clicking on a link to force a web page to open in a new window.
Manila sites can now include auxillary templates. Templates are applied at the Site Structure level of the Prefs > Advanced page.
