By Laws of City Signers

Article I -  Name of the Organization
    The name of this organization shall be City Signers.

Article II  -  Purpose of the Organization
    The purpose of the organization will be to teach Deaf culture, promote interest in American Sign Language, encouage more events being interpreted on campus, and interact with the Deaf Community.

Article III  -  Officers of the Organization
    The officers will include the President, Vice President, Secretary, and Treasurer.  The president will have completed the first two classes in American Sign Language (also known as ASL), ASL I & ASL II, or be competent in sign language.  The Vice President shall be enrolled or have completed at least one class in American Sign Language, ASL I or be competent in sign language.  The Treasurer shall be enrolled or have completed at least one class in American Sign Language, ASL I or be competent in sign language.  The Secretary shall be enrolled or have completed at least one class in American Sign Language, ASL I or be competent in sign language.

Article IV  -  Duties of Officers   

Section 1:   The President shall preside at all meetings of City Signers, or assign another officer to replace him/her for the meeting.  The President is responsible for the operation of the club, oversee volunteers on committees doing club business, and monitor thier progress.  The President shall coordinate or assign a coordinator for all events.   

Sectoin 2:    The Vice President shall assist the President in all of his/her duties of office.  In the absence of the president, shall assume all duties and powers of the president.   

Section 3:   The Treasurer will keep strict account of all club business.  The Treasurer will take care of all currency, pay all club bills (with club money), and supervise the collection of all donations.  He /she will also ensure the deposit of club funds into College account within 24 hours or the next business day after receiving the money.  The Treasurer will also make regular reports of the financial status to the club at meetings.

Section 4:   The Secretary will attend all meetings and keep records of the proceedings. He/she will type a record of the meeting minutes and keep a file for the clubs permanent record.  When unable to attend a meetings, he/she will appoint a substitute.  The Secretary is also responsible for updating the membership list and submitting it to Faculty Advisor for verification and submission to Student Development office.

Article V  -  Elections
    During the spring semester candidates will be nominated for President and Treasurer. Nominations will be given in writting to the Club Advisor or his/her designee.  Elections for President and Treasurer will be help late in the spring semester.  The President and the Treasurer will serve a term of one year.  During the fall semester candidates will be nominated and elected for vice president and secretary.  The Vice President and the Secretary will serve a term of one year.  If for any reson an office is vacant, a special election will be held.  The club advisor and faculty must approve all elected officers before taking office.

Article VI  -  Qualification of Membership
    All students at Sacramento City College enrolled in an American Sign Langauge Class or related classes, are deaf or hard or hearing, are interested in learning American Sign Language are eligible for membership without regard to their race, color, martial status, religion, sex, age, handicap, veteran status, or sexual orientaion.
    To become a member an agreement must be made to assist the club officers in various activities.  These activities include but are not limited to the following:  preparations for the club's events, cleaning up after events, attending meetings,     willingness to participate in the Deaf  Community.

Article VII  -  Meetings
    The club will hold a general meeting at least once every month while school is in secession during the fall and spring semesters.  The club officers will hold open executive meetings every month or as needed.

Section 1:   Meetings shall be categorized as regular, special, and emergency.
    a.   Regular meetings shall take place monthly, except as precluded by interfering holidays or events, and except as decided by Club vote.
    b.   Special meetings may be called to order to discuss specific special topics as presented by the President, Vice President, Secretary, Treasurer, or member(s)
    c.    Emergency meetings may be called in order to discuss items of emergency, and such meetings may take place by formal seating, by telephone, or other means as mandated by the emergency.
    c1. An emergency shall be defined as that sitation in which risk is faced by loss of life, property, assets, standing of citizenship, or club existence.

Section 2:   Regular meetings will be open to visitors.
    a.   Visitors may observe and ask questions if they do not disrupt the meeting process.
    b.   Visitors are welcome to attend an unlimited number of times.
    c.   Visitors may not influence the club's rules or vote in elections.
    d.   Visitors may not be actively involved in club activities as an organizer.

Article VIII  -  Quorum
    A quorum at any executive meetings shall be 50% of the elected officers and  the club advisor.  A quorum at general meetings shall be 25% of the membership.

Article IX  -  Amendments
    Section 1:   Amendments to this comstitution can be submitted by a student member, club advisor, faculty memeber, or college management.
    Section 2:   Amendments must be presented to the Executive Board for approval before they may be submitted to the organization for vote.
    Section 3:   Notice shall be given to the membership regarding a proposed amendment to the Constitution prior to the actual vote.
